However, the radiation that Black Holes emit is not even visible to the human eye. The bright light you see is being reflected by the massive ammount of matter that is spiralling around it, caught by gravity. The radiation is invisible, and is expelled along a linear axis perpendicular to the plane that the black hole is rotating on.
I suggest you google this and check out the details of what a black hole is and how it works and stuff :)
The temperature of a blackhole is inversely proportional to its mass. A finite, non-zero temperature isn't exactly an advertising hook for a nightlight yet alone a beacon in the center of a galaxy.
