Strangely enough, they're called a "circular panorama". You don't use a special lens to create them; you take a series of photos in a row and edit them together with photo software like Photoshop or GIMP. You wouldn't be able to create that effect with a fish eye camera. It's one of the last things you would want use. Just use a normal camera, download GIMP and install some panorama scripts from the plugin registry...

Edit - A fish eye lens will give you the following effect...
