Should we be concerned about CERN's quark cannon

-Ah yes, another example of the sadly inadequate science education in American schools these days.The Standard Model of particle physics predicts that LHC energies are far too low to create black holes.However, some scientists theorize it would be possible to create micro black holes at the LHC, but these would be harmless because they would quickly decay by Hawking radiation.......
Creating a black hole that will destroy the Earth in about 1 second in 2013, when they can generate the Tevs of energy needed to do so?

Cosmic rays are natural "quark cannons". They have millions of times more energy than the "paltry" Tev particles generared by CERN. These cosmic rays strike the earth every day, and have done so for billions of years. Yet the Earth has not disappeared down a "black hole".

I would urge you to consider that, and rethink the credibility that you attach to those "documentaries" that you currently seem to watch.
