My mom wants my brothers to go visit their father but she will not be able to go with them.
Can an 12 year old take the air plain with an 8 year old to another state by their own?

It depends on the airline. United Airlines, for example, will allow children from ages 5 to 11 to travel alone, or with another child up to age 17. There is an extra fee, $99 each way. (If they are traveling with someone 18 or older, then they aren't considered to be "unaccompanied".)
They might need a permission letter from *both* parents -- ask the airline about that.
