What's the stupidest fish, other than whales and dolphins

No fish are intelligent. They all end up as somebodies' dinner.

Whales and Dolphins are not fish they are mammals and they are both among the most intelligent of marine life. Especially dolphins which are considered the second most intelligent species (humans being the first)

"stupid" is just a how humans view things. If you mean stupid as being the most primitive then it would probably be any jawless fish. Fish mostly act off of instinct any way.
