I've seen foxes on several occasions around 12am to 3am and they look shaved, except for their tails. Their tails are fluffy. They are small and really fast. They come into my neighborhood from the entrance and run into this row of bushes near this one corner house.

Probably a red fox. If it looked shaved, it probably had mange or scabies or some other skin disease/ parasite. It's a fairly common ailment. Basically an infestation of mites will cause the fox to lose its hair. The same thing happens to dogs, which is often where the foxes get the disease to begin with.

Assuming you live in North America, I'll say you probably saw a red fox. Most foxes look very slim, with big tails. Are there any other details you remember?
I only say red fox because they are so common, in both urban and rural areas.
