I looked down and saw some quarters and dimes and went to pick them up and as much as I tried to get them up they wouldn't come up. I have been learning a lot about gravity in class at school could the reason why they're not coming up be because gravity is too strong and they'll be stuck there forever?

They were probably glued to the sidewalk as a prank

No, the reason they are stuck has nothing to do with gravity. the force of gravity on the earth is given by this equation
F=9.8m m=mass
the mass of a dime is 0.0175kg so if we multiply that by 9.8 we get 0.1715N or 0.038554733628974505
pounds that is barley any weight at all
