Transfering a bit on an electronic device through a copper trace of 3.5mils, 6inches long using 3.3volts, 25A DC current, what is the fastest theoretically possible speed to transfer a bit from one end to the other? By speed i actually mean in time, how long will it take?

You need to know the distributed capacitance and inductance of the wire, then treat it as s distributed delay line.
Why would you use 25 amps to transfer a bit? That is several million times larger than needed. And that trace, while very large for a signal, is thin for 25 amps. Very thin.
If i had to guess, I'd say 60% of the speed of light, or 1.8e8 m/s
6 inches is 0.15 meter
0.15 m / 1.8e8 m/s = 5.0e-10 s or 500 ps
