why do we measure time in seconds, minutes, hours, days, months years, etc?

Year- the time it takes for the earth to completely circle the sun
Month- the approximate time that it takes for one cycle of the moon through all phases
Day- the time it takes for the earth to rotate once on its axis
Hour- the way that the ancient Egyptians divided the sundial
Minute and seconds- both these have no good explanation and are most likely just divisions of the hour

A circle has 360 degrees. A year was set at 360 days (they were off by 5.5 days)
each day was separated into 15 degree segments - hence the 24 hours (15 X 24)
each hour was segmented into 60 minutes and 60 seconds (we are dealing with radians and angles)

It's simple divisions of a day, the season, and a year - the units were developed millenia ago, before an understanding existed - they just made them so they fit phenomenon they could see and measure.

Most likely an ancient civilization like the Romans came up with it.

Time is only a location. Like where are you at this time. How much has the earth spun on it's axis.
