Physics NYB energy! charged objects! help!

I dont even know where to begin for this question :Sany help? please! thanks :)-Points surrounding a charge dont have energy .. they have potential, meaning that another charge at these points in the field will gain an electrical potential energy.......
Simon and Phil and Luke are arguing about NYB theory. Simon states that points in space surrounding a negative charged object have negative energy while Phil claims that the energy is positive. Luke says that they are both wrong! They ask for your opinion. What would you say?

Points surrounding a charge don't have energy .. they have 'potential', meaning that another charge at these points in the 'field' will gain an electrical potential energy.
The same idea is used for mass and gravitational pot. energy - the space around a mass like the Earth has a potential that will give other masses grav. pot. energy at different places (heights) in the 'field'.
With electric fields, potential is measured as J/C (energy acquired per Coulomb) - the potential is positive around a positive charge .. and negative around a negative charge.
