Is it possible to create emp proof infrastructure and solar flare proof infrastructure?

However; the only known source of a powerful enough electromagnetic pulse to cause harm at more than trivial distances is an atomic bomb...
Protection from the explosion and fallout would be rather more difficult than blocking EMP.
The next most powerful EMP sources on Earth are lightning strikes. Even that is not powerful enough to do harm (other than by electrical conduction) more than a few yards from the strike point.
A single lighting strike average a power level of around one terawatt - 1,000,000,000,000 watts, for a tiny fraction of a second.
You can hear the EMP from lightning strikes by tuning a medium-wave radio between stations and listening to the static - many of the occasional clicks and squeals you hear are "sferics", the name given to the RF created by a lighting EM pulse.

Solar flares are only powerful enough to influence very long cables on earth, like overhead power lines.
The atmosphere limits any radiation, so there is nothing much to protect from, unless you are a power or telecoms company - in which case equipment has circuit breakers and overvoltage protection.
For space travel, a room / compartment with enough metal around it would do both jobs.

Argent say: Yes, it is possible with a great deal of insulation (such as you get when deep underground, as Bill-M said), but it would not be practical to provide complete protection for everything. Instead, protect the most valuable and/or vulnerable things with good EMF shielding (such as a Faraday cage), and protect other things moderately well. Plan carefully so that the inevitable losses won't hurt too much.
