Since our planet is 75% water, and overpopulation is becoming a big problem fast, would it make sense to start expanding outward to the ocean? Is it even possible?

It is possible but not feasible. It's simply too expensive. In most developed countries, population is already stable, so overpopulation is not a problem. Wise increases in population density are a better, more practical choice. Many cities are doing this, with new high-density housing near public transportation corridors. It also reduces the need for cars and shortens commutes.

Putting overpopulation into consideration with the minority of land available to us currently, expanding cities throughout the ocean would be ideal.
However, these operations would be both expensive and potentially dangerous - not just to wildlife, but also to humans living in such conditions.

What happens when we spread cities across the sea? Would this affect water levels for the human race?
What happens when the cities we have built begin overpopulated? The chances of us finding and transporting people to a different planet are laughable.
I wish I could still be alive to see what the human race would do to tackle overpopulation when they start building across the entire Earth. If would truly be fascinating.
