If so how serious is it, and does it indicate major infection or minor infection? Can it be totally benign or is it associated with infection, malignancies etc?
How high can WBC's go? How high of a WBC indicated a leukemoid reaction?
My brother is very ill, and usually ends up in the hospital with pneumonia with a wbc of 29 ish. The last 2 times the blood count when he went in was 29ish. They keep him for 7-10 days then discharge him with more antibiotics and he ends up back in the hospital 25 days later or so. It's ridiculous.

That is a pretty high WBC count. That amount is usually associated with a bacterial infection. Hematologic malignancies usually cause a much higher count (50k and higher).
Does he have any underlying medical conditions that may predispose him for recurrent infections? If he has been in hospitals I hope that they would check cultures and sensitivities to make sure he was on the proper antibiotic. He may have resistant infections at this point if he has had multiple hospitalizations and antibiotics.

If your blood is white, yeah i'd say that's pretty serious, and you should probably seek medical attention right away.
