The fact that the right answer has coefficients in the range of 10^-3, that should tell you something's wrong with your data, because you're getting much higher values than that.
Whenever you have a problem with years, you always use relative numbers, rather than the actual years. Since x is determined by number of years after 1960, the first element of L1 should be 7, then 13, and so on, as you have done.
If you take a close look at the difference between your answer and the provided answer, you should notice that each coefficient of your answer is of by a degree of 10^6. In other words, your values are merely 1,000,000 times larger than the provided answer.
Therefore, you can conclude that the data in L2 was taken in terms of with "millions"; that is, instead of having {42500, 100000, 700000, ... }, you should divide everything by a million: {0.0425, 0.1, 0.7, ...}.
By doing that, you also divide your final answer by a million, which gets you the answer provided.
