and also the horizontal line in the middle is supposed to be division line.

You factor each part of the fraction: [2(x -3)( x +1)] / [(x -3)(x + 4)] and reduce:
2(x+ 1)/(x +4) as long as x isn't 3 (which would mean you've divided by zero).
