If the secondary meter is 40% too slow, then the meter only records 60% of the consumption. If the secondary meter reads 368 then the actual consumption is 368/0.60 = 613 units
If the primary meter read 1197 units, then the secondary user owes for 613 units and the primary user owes for 1197-613 = 584
