Bengali includes about 164 million in Bangladesh and that makes Bengali with 247 million speakers. Similarly there are about an estimated 98 million Punjabi (& its dielects) speakers in Pakistan, making Punjabi, a language with 127 million speakers.

There is no good way to answer this, because few countries keep track of all their minority languages. My guess would be that the US and Canada, possibly also Australia, would be at the forefront, because they have many aboriginal languages that still exist, as well as many immigrant languages. China would be another good candidate, where people speak not only several versions of Chinese, but also Tibetan, Mongolian, Uighur, Hmong, and other minority languages. Also, India has several major and many minor languages.
