I need a battery charger that can take 110v or 220v (depending on speed of alternator) that always outputs 12v (with varying current)?

The Battery spec sheet will tell you the recommended charge Current.

Maybe it's just me say: You have given us some electrical requirements that I am curious why. What are you trying to do? Perhaps one of us has a suggestion for a simple solution.
