For your first question, yes, as long as the water is pure enough. You can heat the water up in a water heater.
But not by it's friction. Oh, it's theoretically possible, but much more difficult than just using a heater. You would need lots of large pumps and high flow resistance pipes.

What the person above said is absolutely right, but we can use solar energy to heat water for bathing thus saving a lot of precious electricity.
