Your only hope with an engineering company is a middle management position. But I doubt that they will pay for much "professional development". Maybe a low level job in HR?
It will be very difficult indeed to find employment in today's depressed job market.
Have you considered a vocational school? Welders make a ton of money, and you can learn in a year or so. You can also teach yourself in your garage, then take an AWS certification test for only a few bucks. You just need a used welder, some scrap iron, and a mentor, plus a couple of classes at your local community college to get you started. It is mostly a question of practice.
Bottom line, you need a skillset that is wanted by industry, yet not possessed by every other college graduate out there.

It doesn't work that way. Companies want specialists. A general BA like that is pretty much useless for any career other than teaching.

If you want a job that will pay for additional education in science or engineering, you need to be hired into a job where your primary responsibilities are performing science or engineering work. Companies aren't going to send administrative staff back to school to get technical training, they're going to send technical staff.
