These Christmas displays have been around a lot longer than the Arduino, though you could use an Arduino to perform the same task of flashing lights synchronized to music. The heart of the system is a light controller that is programmed through software/firmware. There are some systems that take MIDI input (the digital signals used by modern musical equipment) and directly drive the lights in much the same way an old fashioned "light organ" does. You can buy these units from Home Improvement stores around Christmas.
