and assuming ideal components, voltage is zero. Ideal inductor has no resistance, just inductance, and that has only transient effects at DC........
if i have a circuit composed of a 40 volt battery connected in series with a 4 ohm resistor and a 2 henry inductor. What is the voltage across the inductor?

What is the resistance of inductor ? The copper loss, not the reactant.
If the text book question assumed it is a pure inductor,means ZERO ohm. Then NO voltage drops across the inductor.
Or
E drops = 40 * [ copper loss/ (4 + copper loss ) ]
