Electricity doesn't technically get "created". The energy (which, according to the laws of physics, can neither be created nor destroyed) in electricity comes from the exchange of electrons when two items of dissimilar charge (i.e.-containing different numbers of electrons) come in close proximity to each other. This action causes the electron fields to attempt to equalize by exchanging the free electrons in excess in the more positively charged field.
