Ok so your given one mole of everything.. ignore that. Three out of the four have anionic oxygens so Lets deal with the others. Potassium fluoride is a relatively strong base since it holds its electrons tight and is in need of a bond. The other anionic oxygens cna be ordered in the following manner:
KOCN- Not a decent base since the oxygens lone pairs are taken by the electron poor cyanide group.
KOCl is a good base since the anionic oxygen cannot be stabilized well by the chlorine
C3H5O3 is a decent base since it is large and cannot be easily stabilized
KF is above all these in basicity
