Well, there is no reason for us to build those, and even if we did (say for mining/scientifical purposes such as observing fish in wild and finding new live specimens and how they act in the wild) they would never be permanent, you would have to get supplies every so and so months, the pressure even in a colony with a dome would have bodily effects, so no, i do not think there will be. Plus it would need constant funding, something that not many governments would do, and i dont just mean money, i mean state of the art equpiment, you would need very strong glass to see out, and you need to have an air stream going in, and if it gets clogged or cut off? You need people stationed there. Plus there is no light if you go deep enough, so you would need some kind of generator, which need electricity from somewhere.
