water is not always wet. the nature of the surface which it is trying to wet is also important.

when water is put on a non-wetting surface (like a new teflon coated pan, or glass treated with Rain-X) water drops tend to bead on it, and will easily roll off, leaving the surface dry where it leaves.

when water is put on a wetting surface water drops tend to turn into sheets of water that try to wet the entire surface, and the water will not easily leave the surface -- preferring to stick rather than roll off.

Contact angle is actually a function of 3 materials: the fluid, the surface material, and the gas above the liquid and surface (typically air, but not always.)

Simple experiment to see this phenomena: into a glass test tube, pour various liquids (on by one, emptying and cleaning the inside of the tube between pours) and observe the angle the meniscus forms against the glass sidewall.

Some liquids will climb up the side of the tube ("capillary action"). Some liquids will climb down the side of the tube, forming an angle at a poing below the surface of the liquid. Then you can repeat the experiment with a plastic tube/drinking straw or tubes made of different materials and diameters.

there wouldnt be a word for wet if there was no water, cause everything with any water or liquid on it is wet, why are clouds cloudy?
