I know it's dying, my mom sucks at growing plants and I'm trying to save it.
I'm asking this because I found what looks like a little sprout growing but I'm not sure:

It appears to be a "corn plant." Check this link to see if it resembles the plants in site.

Does the plant have good drainage from the pot it is in? Does it get adequate sunlight every day?
If the pot doesn't have a drain hole, you should re-pot the plant in one with drain holes. You can put a layer of gravel in the large pot and set the new pot inside the original pot. Just be careful not to over water. If too much water accumulates in the pot, the soil can become water-logged and lack oxygen needed for healthy roots.
