Like not just temporary regrowth, but continuous? Or (for the first one) would you have to start from the beginning, while a fetus is developing, to alter the dna/genetic makeup of that person?Sorry if this seems silly or obvious.......

With the technology that we have today, I would say no we cannot. If we want to change someone completely genetically then we will have to change every single cell in their body to have that certain gene that we want to give them. It is pretty much impossible to make every cell in one's body a certain way. If we only made one cell that way, chances are that it would trigger an immune response and would be killed off instantly.

If you really wanted to do that, you would have to try it in an embryo and genetic engineering in humans is illegal.

There is a lot of depth that we can go into this topic but my answer is NO!
