I am doing a biology practical report on 'The effect of Substrate Concentration on the Rate of an Enzyme Catalysed Reaction’ and my teacher has suggested that receiving the catalase enzyme (capsicum extract) from the same source for each conducted test was a 'strong design feature' why is this?

Because you control the amount of active enzyme, or more specifically the enzyme activity, internally. If this were not done, controls would have to be established to prove that the amount of enzyme did not vary, since the rate of enzymatic activity is more or less a linear function with respect to enzyme concentration.
