The U.S. or the Russians?

Manned or unmanned missions? The U.S. S.R. (NOT RUSSIA) got there first. The United States had SEVEN manned Moon imissions between December 1968 (Apollo 8 went around the Moon, but there was no landing) and SIX manned moon landings between July, 1969 and December, 1972.
Luna 2, a Soviet probe, crashed into the Moon on Sptember 12/13, 1959.

The Russians were first - with unmanned probes .
The Russians led the way from the start.
First to launch a satellite
First to put an animal in orbit
First to put a man in orbit
etc etc etc.
The Americans were so very miffed.
But President Kennedy upped the ante.
He announced the USA would put a man on the moon by 1969.
The Russians could not match it.
Though they tried.
They had a heavy lift rocket under construction, but 3 of them were destroyed in test flights. They then withdrew from the race to the moon.
And you need to understand, that the heavy lift Saturn Five rockets performed flawlessly on all 8 launches. Had the Saturn Five failed it would have been problematic if the USA would have proceeded with the program. It is testament to the design and thoroughness of preparation.
