Nothing, those measurements are too small to have any relevant effect on the Earth, I think that you mean ten per cent. The Earth orbits around the Sun and so the Earth moves probably hundreds of feet closer to the Sun and further away from the Sun all the time. If you mean ten per cent, that would make a difference, if the Earth was ten per cent closer to the Sun, the Earth would be a lifeless dessert that would be a lot hotter than the Earth we know of today. If the Earth was ten per cent further away from the Sun, the Earth would be a freezing cold ice dessert with no life living on the planet. But if you mean feet, than those measurements are way to small to have any effect on the Earth and the people and the species of life that live here.

In fact, the earth's distance to the sun changes around 5 million kilometers (that's a lot) every year due to the earth's elliptical orbit.
And many natural phenomena cause far greater changes in distance than 10ft. Earthquakes are a prime example.
