I went to get a ball that was thrown over our fence and found a male wild mallard. He is missing some wing feathers but he's eaten some bread I tossed to him and turned around in the hole but idk what to do or who to call?

Call animal control or your local game warden. They will usually make the right call as to what needs to be done. If they say let nature take care of the problem then google a private animal rescue groups. If that fails catch the duck yourself and put it in a large cage or bog box and take it to the nearest vet. They will be obligated to care for an injured animal.
