Try small crickets, grasshoppers, maybe minnows or worms?
If it's to small to eat anything but bugs then feed it bugs. There's nothing wrong with that. Soon it will grow big enough for small mice. Go to a pet store and see what they suggest. You may be able to find what you need in your own yard!

The best thing to feed Garter Snakes of any size and age, are fish. You can buy feeder-fish from any good pet store (gold fish or mosquito fish usually). Small snake, small fish. Put two live fish in the snake's water bowl and he should find them and eat them within a day or two. If he does not, remove the fish, refresh the water, and wait until next week to try again. A snake can go a long time without eating if it has fresh water.
