The same reason they howl when there is a new moon, half moon and a quarter moon, and when it is day time. They howl at any time to communicate with other members of the pack, regardless of the phase of the lunar cycle.

Wolves howl for various reasons, out of moarning, to establish territorial boundaries, to lead a pack member back, mostly for social reasons. It is likely that they tend to howl more during a full moon because it is easier for them to be more active under the light of the moon. They aren't necessarily howling at the moon, just communicating to eachother in the presence of the moon.

Howling is used as a form of long- distance communications during hunting or traveling. They don't "howl at all moons" actually, although research has shown that wolves don't howl as much when a there is a New Moon.

I'm sure they do but the primary reason is to communicate with other wolves.
