I want to learn how to Identify the angle between two objects in real life by sight - this will greatly increase my skill with observational art drawings
In order to do this, I need to be able to estimate angles accurately
How do I build this sort of skill? I was thinking flash cards, but does someone have a better solution?

HOw about going out into nature with a protractor? I don't know how precise you want to get and I certainly don't know if associating a number with an angle would help an artist. My wife draws and does it very well but she wouldn't know a protractor from a cannon ball. (Certainly no insult meant. It is just that she is not mathematical, but she can estimate well enough to fool the human eye).
Anyway, you could go out and estimate the angle between 2 objects and then use the protractor to confirm your answer. I would think anything within 4 degrees would be good especially if the objects are far away.

Look at one of the buildings. Imagine there is a protactor between your feet, on the ground, Imagine you now turn the protractor so that the 0 ° line comes in line with he first building.
Now WITHOUT SHIFTING YOUR LEGS, turn your body to the second building and look SLOWLY down again trying to imagine how its line of sight would fall on your protractor.
