then...

5x-15 = -7x-21

then add 15 to both sides...

5x = -7x -6

then add 7x to both sides

12x = -6

divide 12 to both sides

x= NEGATIVE 1/2

5x - 15 = -7x - 21
+7x +15= +7x +15
13x = 6
13x/13 = 6/13
x = 6/13 or x = 0.4615384
