I think that they are asking you to recognize the disassociation reaction of ammonia.
NH3(ag) + H2O --> NH4+(ag) + OH-(aq)
I'm guessing this is a buffer question - or perhaps a question in equilibrium dynamics. By overloading the solution with NH4+ (for example), you drive the reaction to the left (toward the reactants). By overloading with NH3, you drive to the right, toward the products.
