However, there is a surface much like the moon in which there lies nearly infinite petroleum resources. Natural Methane on the sea floor known as "Shales". If we had the technology to tap into this resource on the sea floor, efficiently and effectively, it would be another few decades before gas prices rose so much as a penny.

No there is no petroleum on the moon because petroleum is made by dead animals and dead plants and LIFE which is not present on the moon.
