now by habitable I mean the atmosphere would have to be breathable the water drinkable the ground soil able to grow food.
I know that Venus's Atmosphere is highly Corrosive the soil is probably more corrosive then the Air.

Not likely as the cost to alter the atmosphere and soil on a planetary scale would be beyond the capabilities of our planet. The initial building stage would have to be done while the corrosive situation was there making it much harder to colonize than the moon or Mars.
Just think to have some of the ability to do such a thing the earth would need to have a unified government (planetary government) with a solid space program and huge research budget. Not likely to happen but possible as it depends on how things develop in the near future but I don't think the colonization of Venus will happen.

That is because of its thinner crust caused by the bigger pull of the Sun.
The atmosphere of Venus was never really understood until they peered under the clouds and saw many shield Volcanoes spewing out the greenhouse gasses.
Even without the greenhouse effect, Venus's proximity to the sun would mean the Solar Wind would decimate the Atmosphere
Basically, Venus would need moved out towards Earth's Orbit to have any profound effect.
