1st find the slant of the cone using pythagorean theorem:
Given: h=40m and b=60m ( 1/2 b=30)
h^2 plus [(1/2)b]^2=l^2
40^2 plus [(1/2)60]^2=l^2
sqrt 2500=l
50=l
lateral area:
LA=pi r l
LA=pi 30*50
LA=1500pi m^2 or 4712.3889803 m^2 or 4712m^2 answer (@_@)
then surface area
SA= pi r^2 plus pi r l
SA= pi (30)^2 plus pi (30)*(50)
SA= 900pi plus 1500pi
SA=2400pi m^2 or
7539.822366 or 7540m^2 answer (@_@)

I'm sorry, I haven't taken geometry yet, but good luck! :)
