Ok here is my reasoning I read that recent attempts to detect dark matter failed so in the back of my mind I filled away a piece of information, dark matter might not be in the inner solar system.

I know common thinking is there some kind of particle drag but there's nothing out there... So, dark matter?

the Pioneer anomaly was explained earlier this year. The Planetary Society's work solved it as an effect of uneven heating and cooling. Full explanation on their website, tps.org
