When the air is dry, we get short contrails, and when there is a lot of moisture we get the very long ones.

We saw a similar group of broad swaths that diffracted the moonlight recently while we were camping in southern NM and again in nothwestern NM. It looked like a cloud, sort of, but too diffuse, and it did not obscre any light, just spread it around to create a brighter section of air. The overall effect, looking moonwards, was the same as looking from the side at a straw in a glass of water. The moon would leap to the left as it passed behind this region.

It is definitely some chemical dump effeect.
